Tren Urbano is a 17.2-km heavy rail two-track transit line serving the San Juan metropolitan area, including multiple universities and technical colleges, major medical centers, the city’s financial district, entertainment venues and many residential neighborhoods. The system includes a 15,000 square meter administration and maintenance facility. Train service operates from 5:30 a.m. to 11:30 p.m. with 8-minute peak period headways.

Project Details

ACI was the Operations partner in the Siemens Transit Team (STT) for the Design-Build-Operate-Maintain (DBOM) Tren Urbano project, first in the nation. As such, ACI played an active and important role during the design, construction and commissioning of the project in order to ensure long-term operational efficiency and maintainability of the system. Important changes influenced by ACI included more standardized specifications, re-design of canopy roofs, relocation of certain equipment on vehicles and elimination of some “specialized hardware” in favor of commercially available materials.

Since passenger rail service had long been absent in Puerto Rico when Tren Urbano was being planned, ACI was faced with the challenge of building a workforce from the ground up. ACI undertook a major outreach and recruiting effort by partnering with the University of Puerto Rico and other higher education centers, providing paid internships and implementing a mentoring program. Throughout the term of the contract, Puerto Ricans have comprised nearly 100 percent of the Tren Urbano workforce.

Noteworthy Accomplishments:

  • Consistent on-time performance and completed trips over 99%, making Tren Urbano among the best performing heavy rail system among all U.S. transit systems.
  • Zero fatalities and one FTA reportable injury (trespasser).
  • 76% ridership increase between 2005 and 2012.
  • Significant cost savings to the Authority as a result of ACI-led actions to both cut operating costs (including reduced power consumption) and to facilitate increased revenues.
  • Major assistance to PRHTA to extend life expectancy of obsolete systems and obtain funding for upgrade/replacement.
  • Overwhelmingly positive customer perception of Tren Urbano service (95% rate it “good” or “excellent”).

Valley Metro light rail is a 20-mile line that serves major destinations such as Chase Field, Talking Stick Arena, Arizona State University stadiums, and downtown Phoenix as well as Tempe and Mesa. Weekday trains run every 12 minutes from 7:30 a.m. to 6:30 p.m. and every 20 minutes all other hours. Weekend service trains run every 15 to 20 minutes. Light rail service is coordinated with bus service to provide a seamless network for customers.

ACI manages train operators, transportation supervisors, operations safety office, and the operations control center. Our operations staff is trained in proper customer service techniques. During the start-up period, ACI successfully negotiated a Memorandum of Understanding with the Amalgamated Transit Union for the screening, hiring, and training of the initial complement of light rail operators and then followed up with a multi-year collective bargaining agreement. ACI trained these former bus operators on light rail vehicle operations and the challenges of operating an in-street light rail service that traverses 148 intersections. Our training programs emphasize safety and defensive driving practices as well as a high level of awareness for pedestrians, cyclists and vehicle drivers. Through repeat training, safety awareness reminders and communication with the OCC, ACI’s staff safely and successfully operates the Valley Metro system.

The FasTracks Eagle P3 Project, when completed, will provide a maintenance facility and three commuter rail lines with service between Denver Union Station and Denver International Airport (DIA), Wheat Ridge and Longmont. Service will consist of 325 daily trains operating every 15 to 30 minutes during peak periods, depending on the line. ACI has partnered with two other firms to form Denver Transit Operators, the project’s operations and maintenance provider.

Project Details

The Project is currently in the construction, testing and commissioning phase with revenue service scheduled to commence in stages during 2016. As exclusive operator of the Eagle P3 lines, DTO will interact on a daily basis with Amtrak, Burlington Northern Sante Fe (BNSF), and Union Pacific (UP).

Noteworthy Accomplishments:

  • Mobilization, hiring and training a workforce of over 200 local people, including operators, dispatchers, vehicle maintainers, systems and infrastructure maintainers, IT personnel, etc.
  • Early recruitment and hiring of vehicle maintenance supervisors in order to provide them with the necessary technical and safety training so that they could instruct technicians and obtain hands-on experience well in advance of operational start-up.
  • Timely completion of over 140 documents, plans and processes to fulfill Federal Railroad Administration requirements for a new-start passenger rail project.
  • Consolidation of work activities within broad job classifications and cross-training in multiple responsibilities to provide the most efficient headcount without sacrificing quality or reliability.
  • Early input early during the design phase of the program to provide the perspective of long-term system operational efficiency and maintainability. Results of this input include the six-track configuration and roof-top platforms at the maintenance facility; a pocket track adjacent to the maintenance facility; a pair of crossovers just outside the Denver International Airport station platforms, an added turnout to streamline pullouts; and on-board intercoms for passengers to communicate directly with the Operations Control Center in the event of an emergency.

Paul Revere provides all its own local maintenance services at two company-owned facilities located in Chelsea and Roxbury, Massachusetts. We also manage two maintenance facilities on behalf of our clients – the Green Bus Depot on behalf of Massport and the Grand Canyon maintenance facility on behalf of the NPS; both managed garages, as well as the Paul Revere-owned Chelsea garage, are CNG-compliant. We are expert in the maintenance of computer-aided dispatch (CAD), automated vehicle location (AVL), passenger counting and video surveillance systems. Paul Revere has a long history of working with clients to assess the utility of and introduce into service alternative fuels, including electric, bio-diesel, liquefied natural gas, compressed natural gas, and diesel electric hybrid. The Boston area commuter rail system is composed of 14 branch lines and serves 178 municipalities and over 50 communities in Massachusetts and Rhode Island. ACI was the local partner in MBCR, which was responsible for all operations and maintenance functions. MBCR also actively assisted the MBTA to implement capital improvement projects.
